Tom Taylor
Chair

Tom Taylor has more than 30 years experience in the land development industry and currently holds the position of Director of Development Services for La Plata Communities and Vice President of Esqueterra Development. In these positions he has direct responsibility for the engineering, permitting, and development of the Briargate Master Plan area including Pine Creek, Briargate Crossing, Briargate Business Campus, and Cordera. These duties include engineering of major infrastructure and permitting through the City of Colorado Springs, Colorado Springs Utilities, El Paso County, State of Colorado, Army Corps of Engineers, and U.S. Fish and Wildlife Service.

Taylor currently services as Vice Chair of the Stormwater Advisory Committee for the City’s Stormwater Enterprise, was President of the Colorado Association of Home Builders in 2008, President of the Colorado Springs Housing and Building Association in 2002, and chaired the HBA Utilities Committee from 1996 through 1999. He was awarded Builder / Developer of the Year in 2002 by the HBA. He has also served on the Tri-Lakes Citizen’s Advisory Committee in 1996 on the update to the 1983 Tri-Lakes Comprehensive Plan and served on the citizen’s committee that developed the 1996 Water Resource Plan for Colorado Springs Utilities which serves as the base for the proposed Southern Delivery System.

Taylor has a Bachelor of Science degree from Colorado State University in Industrial Construction Management.

Jim Greenwood
Vice Chair

Jim Greenwood is the Director of the Office of Consumer Counsel (“OCC”). He has been in the position since December, 2004.

Prior to his current position, Greenwood was a Rate/Financial Analyst with the OCC from April, 2001 through November, 2004.

He was employed by an interstate natural gas pipeline company (Colorado Interstate Gas Company) from July, 1974 through April, 2001. He primarily specialized in the Rates and Regulatory Affairs group and held positions of increasing responsibility until his retirement after almost 27 years of service. He has presented testimony and/or undergone cross examination at the Federal Energy Regulatory Commission and before public utility commissions in the states of Colorado and New Mexico on many and varied regulatory matters. In addition, he has testified before various committees of the Colorado Legislature.

Greenwood received his BBA in Accounting from Washburn University in Topeka, Kansas and an MBA in Finance and Accounting from Regis University.

Janna Blanter

Janna Blanter has more than 25 years of experience in finance, including Duke Energy and the Bank of Scotland. Blanter is Senior Vice President of UMB Bank Colorado Springs.

Blanter has a Master of Business Administration, a Bachelor of Accountancy, a BBA in finance and has taught college courses in business ethics, finance and accounting.

Prince Dunn, II

Prince Dunn has held many demanding and responsible positions within the Department of Defense as a senior analyst, strategic planner and financial management specialist. He headed process improvement groups to realign corporate processes and better meet customer needs. He also developed a five-year plan to allow the CEO to forecast personnel, information technology and facility needs. In his present job, Dunn supports state and federal government agencies on Homeland Security and Homeland Defense matters.

Dunn provided many contributions to the community while a member of Pikes Peak Area Council of Government Citizen Advisory Committee for three years. He gives back to the community by serving as a judge with the United States Figure Skating Association.  He is also President of his homeowner's association.

Dunn earned a bachelor degree in business administration from Shepherd College and a master in public administration from Boise State University.

Anthony Elia

Anthony Elia is a partner of DUS Consultants (formerly Diversified Utility Services), representing a number of different utility clients in a variety of matters. In recent years, one of his primary responsibilities has been pertaining to billing, rates, tariff rules and regulations, and utility financing. His feasibility studies have been recognized by the financial community as well as such agencies as MBIA, FG IC, AMBAC, Standard & Poor's and Moodys.

Elia brings more than 40 years of utilities experience to the Utilities Policy Advisory Committee. He received a bachelor degree in business administration and a major in accounting from the University of Miami.

Terri Carver

Terri Carver teaches environmental law and policy at the University of Denver. She was an environmental attorney for the United States Air Force for fourteen years, working environmental compliance, natural resources, and real estate issues at military installations across the United States and overseas. Carver is a Judge Advocate in the U.S. Air Force Reserves.

Prior to practicing environmental law, Carver worked as a Congressional legislative aide in the U.S. House of Representatives, in the areas of environmental protection, energy, public lands, and telecommunications. Ms. Carver has a law degree from Marquette University and a Master of Laws in Environmental Law from George Washington University. She is a member of the Colorado, Nebraska, and Florida bars.

David Sered

Dave Sered is the Director of Government and External Affairs of Southern Colorado of Comcast Cable Communications, Inc., the nation’s leading cable and broadband communications provider. Dave provides ad hoc support on a wide range of compliance and implementation issues for Comcast’s cable operations across the Southern Colorado region. In his current role, Dave is Comcast’s liaison and spokesperson with assigned local constituencies including: elected and appointed officials, community groups, civic groups and organizations. He is responsible for the franchise management including renewal discussions and the implementation of public and community affairs initiatives. In his previous role for Comcast, Sered was the Director of Government and Regulatory Affairs for Comcast in the Southern Division where he assisted in the development, implementation and coordination of Southeastern state legislative government and regulatory programs and practices including monitoring legislation, developing legislative and regulatory strategies, coordination with state association management, key contact programs, training, and compliance..

Sered received his Juris Doctorate from John Marshall Law School in Atlanta and a B.A. in History from the University of Illinois at Chicago. Since 1999, he has served as an Adjunct Professor of Business Law and History with DeVry University. He also serves as adjunct faculty for the University of Phoenix. Before joining Comcast, Sered served in a variety of regulatory and legal positions in the telecommunications industry working for KMC Telecom, MCI and Sprint.

Sered represents the Colorado Springs Chamber of Commerce on the Community Advisory Committee for the Pikes Peak Area Council of Governments. In addition, he serves on the Legislative Watch Committee for the Colorado Springs Chamber.
