Project COPE

For more than 20 years, with the help of our customers, Citizens Option to Provide Energy - Project COPE - has been providing assistance to customers facing utility disconnection. The Colorado Springs Utilities Foundation works closely with not-for-profit organizations throughout the city to manage the program and administer funds to neighbors in need.


Eligibility guidelines for Project COPE recipients

To be eligible for Project COPE assistance, you:

  • Must be a Colorado Springs Utilities customer; and
  • Must have received a Colorado Springs Utilities disconnect notice; and
  • Must be experiencing an emergency situation; and
  • Must first apply for Low-income Energy Assistance Program (LEAP) assistance.  If LEAP assistance is no longer available, or if you do not qualify for LEAP, you may apply for Project COPE assistance.
  • Eligible customers may receive one-time Project COPE assistance annually through grants not to exceed $500.00.

Donate to Project COPE
Project COPE is funded by donations from our citizen-owners. To become a Project COPE donor, complete the online donation form or call us at 448-4800. You can also make a one-time donation or recurring monthly donation by marking the checkbox on the back of your utilities bill. One hundred percent of contributions help families and neighbors in the Colorado Springs Utilities service area.


All contributors will receive an annual donation confirmation letter for income tax purposes.
