Colorado Springs voters elect our City Council members, who also serve as our governing board. The Utilities Board governs and provides local control over our organization.
Community ownership assures a focus on customer service excellence, competitive rates, high reliability and a relationship with the community that reflects our values. Utility decisions are made here in Colorado Springs, not by the Public Utilities Commission in Denver or at an out-of-state corporate headquarters.
As part of that commitment to local governance, our Utilities Policy Advisory Committee reviews, analyzes and provides recommendations to the Utilities Board members on specific issues or policies.
The Utilities Board also appoints our CEO, who directs our leadership team and oversees the day-to-day operations of the organization.
