Utilities Policy Advisory Committee (UPAC)

The Utilities Policy Advisory Committee (UPAC) is an advisory committee of the Utilities Board that reviews, analyzes and provides recommendations on specific issues or policies based on requests by the Board.

UPAC meetings are the first Wednesday of each month at 8 a.m. in the Blue River Board Room on the fifth floor of the South Tower in the Plaza of the Rockies (121 S. Tejon Street). All meetings are open to the public. Citizens are invited to comment during general discussion near the end of each meeting.

UPAC members

Per the bylaws, committee members shall not serve more than two consecutive years as Chair and not more than two consecutive years as Vice Chair. The Committee shall elect the Chair and Vice-Chair for the next calendar year at the Committee’s December meeting of the previous year.

Larry Barrett (Chair)

Larry Barrett is the current Chair of the UPAC and has been a committee member since September 2018. Barrett is a 40-year veteran of energy and environmental policy as a government analyst, utility official and management consultant.

Barrett earned his Master of Arts degree in Economics from the University of Michigan and a Bachelor of Arts in Economics and Biology from Kalamazoo College. His educational experience also includes foreign study in Sierra Leone and a management development program at Northeastern University.

Michael Borden (Member)

Michael Borden has been a UPAC committee member since June 2020. Borden is a manufacturer sales representative for Technical Marketing Specialists (TMS), selling test and measurement lab equipment to aerospace and defense, SATCOM, telecom, RF/EMC, and the battery/renewables R&D industries. Borden previously worked extensively with various utility companies with focus areas in grid reliability, power quality and renewable integration. 

Borden has an Executive Master’s in Business Administration degree from Arizona State University and a Bachelor of Science degree in Electrical Engineering, also from Arizona State University.

Kate Danner (Member)

Kate Danner has been a UPAC committee member since September 2021. Danner has worked in the manufacturing industry for 12 years. Her experience spans both processing engineering within chemical processing, aerospace manufacturing and process design for the utilities industry. 

Danner earned her Bachelor’s in Chemical Engineering degree from the University of Delaware, Master’s in Chemical Engineering degree from Villanova University, and her Master’s in Business Administration degree from Temple University.

Gary Burghart (Member)

Gary Burghart has been a UPAC committee member since September 2017, and previously served as Chair and Vice Chair of the committee. Burghart has 44 years of experience in law, business development, management and operations, and investment banking.

He was a partner at a Denver-based law firm with offices throughout the west. He was Vice President of Business and Legal Affairs for a private equity/distressed debt investment company, Chief Legal Officer of a set of hedge funds, and Vice President of Mergers and Acquisitions for a diversified company with operations in Colorado Springs, Boulder and Florida. He has also worked for a middle market investment bank headquartered in Houston. 

Burghart holds a Bachelor of Arts degree from Johns Hopkins University and a law degree (JD) from the University of Pennsylvania.

David Watson (Member)

David Watson has more than 45 years of engineering and construction experience. Watson brings a wealth of proven experience in managing large, complex technical projects in the United States and abroad. Most recently, Mr. Watson served as an International Senior Program Director for international projects at CH2M Hill.

Watson is professional engineer, licensed general contractor, and certified project management professional. He holds a Bachelor of Science in Engineering from Lehigh University. He also has a Master of Business Administration from Lehigh University.

Scott Smith (Member)

Scott Smith has been a UPAC committee member since August 2023, and he served as an alternate member since January 2023. He is currently the principal of YJ Smith, LLC a real estate development advisory firm providing professional services to members of the housing and development industries and for his own account.

More recently, Smith served as the Vice President of the Land Division for Oakwood Homes in Colorado Springs. Oakwood Homes is the primary active developer of the Banning Lewis Ranch Master Planned Community in Colorado Springs.

Smith is a graduate of the Leeds School of Business at the University of Colorado, Boulder, and is an inactive Colorado Certified Public Accountant (CPA).

Chris Meyer (Member)

Chris Meyer has more than 38 years of experience in the financial and natural gas energy areas. He held multiple senior management positions at Kinder Morgan, most recently as the President for the KMI West Pipeline Group based in Colorado Springs.

Meyer has his bachelor’s in finance and a minor in marketing from the University of Houston.

Albert Badeau (Alternate Member)

Albert Badeau has more than 38 years of experience in engineering, technical services management and environmental health. He was Director of Clinical Engineering for UCHealth from 2006 to 2022.  He worked as senior design/development engineer for CEA Technologies from 2001 to 2005. 

He served in the USAF as a bioengineer from 1978 to 2000, with his last assignment on the AF Space Command Surgeon's staff. Badeau earned his Bachelor's  in Bioengineering from Texas A&M, a Master's in Electrical Engineering and PhD in Biomedical Engineering from the University of Texas at Austin.

Tom Carter (Alternate Member)

Tom Carter is a Consulting Engineer for Nokia of America in the service provider and utility markets. Carter has previously worked as a network, security, and datacenter infrastructure engineer for 15 year in the defense, aerospace, and service provider industries. Carter is a US Army veteran and has served as a M1 Abrams tank crewmember and Signal non-commissioned officer.

Carter holds two US patents for networking technologies. Carter holds a Bachelor's Degree in Computer Networking from Colorado Technical University and a Masters in Business Administration from Colorado Technical University.
