Building Performance Colorado

Building Performance Colorado is a statewide program administered by the Colorado Energy Office aimed at increasing energy efficiency and decreasing greenhouse gas emissions in the building sector.

Building owner requirements

This program requires owners of large commercial, multifamily and public buildings 50,000 square feet or larger to annually report whole-building energy use data. 

Benefits of benchmarking

Benchmarking helps building owners find ways to save energy through energy efficiency improvements. Money saved on utility costs means increased net operating income for building owners. Building energy data trends can inform state and local policy as well as programs and incentives to help increase the adoption of energy-saving upgrades.

Gather your energy data

Building owners are required to submit a report that includes 12 months of whole-building energy use for the previous year. This includes basic building and property use information as well as whole-building energy usage (electricity, natural gas, district steam, district hot and chilled water, solar, wind, etc.) for the previous year.  

We are working with the Colorado Energy Office to help building owners generate and auto-upload their reports. To request your Colorado Springs Utilities data, follow the steps outlined in the user guide.

  • Visit buildingperformanceco.com/benchmarking to set up an ENERGY STAR Portfolio Manager Account.
  • Go to My Business Usage to request the data (refer to the user guide).
  • Once all connections are complete, monthly Building Performance Colorado data is automatically sent to ENERGY STAR and the State Energy Office each month.

How to comply

Submit a benchmarking report or file a waiver and pay the annual $100 fee, per covered building. Only one approved submission is required per building to be in compliance with the State of Colorado. If a building owner does not submit their benchmarking report and pay the annual fee, a building owner may be subject to a civil penalty. Civil penalties will go into effect on Jan. 1, 2024.
