Central Bluffs Substation

We are modernizing our infrastructure for sustainability, system resiliency and reliability.

A new substation is needed in the central part of Colorado Springs to replace the capacity of three aging substations. 

After three years of extensive evaluation of 11 potential sites for a new central substation, the chosen site is at the northwest corner of Austin Bluffs Parkway and Goldenrod Drive. This site is most operationally and economically compatible with the needs of our community.

The Central Bluffs Substation project increases operational flexibility and allows for future expansions and technologies.

The unique operational and space requirements for the new Central Bluffs Substation drastically limited our options within a part of Colorado Springs that is already well established and developed. Four main reasons led to the selected site over other options. 

  • Being adjacent to an existing transmission corridor.
  • Available parcel size for current and future technology.
  • Multiple access points.
  • Several operational benefits that will ease load at our Cottonwood and Rock Island Substations.

Working with landowners and tenants

This site required the acquisition of seven parcels (four commercial, two residential, and one vacant parcel). We are working proactively with property owners and tenants.

Anticipated timeline:

  • 2019-2022: Site analysis
  • Feb 2022: Site identified
  • June 2022 – May 2023: Property acquisition
  • July 20, 2022: Informational meeting no. 1
  • October 18, 2022: Informational meeting no. 2
  • Jan. 2024: Design begins
  • May 2024: Demolition/construction starts
  • April 2026: Construction complete

Questions & answers

Why is a new substation needed? Can the existing substations be refurbished/expanded?

We currently have three substations serving large parts of central Colorado Springs. Unfortunately, these substations are rapidly aging and were built years ago when our city was much smaller and customer needs were drastically different.

As the area around these older substation sites developed, the existing locations are severely space constrained to build out the upgrades. Of greater concern, the equipment in these aging substations is becoming difficult and unsafe to maintain and cannot be upgraded to meet current and future demand in the allocated space.

This will impact the long-term reliability of electrical service for your area. By combining the three aging substations into one site at a new location, we are implementing an innovative, optimized solution to satisfy urgent needs around safety, reliability and cost.
